WebMar 16, 2012 · As pointed out above, there was a bug that caused only one such fort to be garrisoned, and that would usually be Hraggstad because of the Imperial Legion quest to clear it. The Unofficial Skyrim Patch (for both Legendary and Special Editions) fixed this long ago, and I believe this may even have been fixed in the unpatched game.
