Cobb quotes 280hp for a stage 2 WRX on 93 octane which equates to like 210whp (165whp stock). Considering it adds no weight (maybe even lighter exhaust) yes, it's very substantial.

All downpipes will change the way your exhaust sounds (louder and deeper mostly), but there really isn't going to be any sound difference between brands.

But that shouldn't be the factor that determines which you should get. I think most people decide to violate federal laws just because catless downpipes are cheaper. Its a lot less expensive and the gains should be similar.
